This is one of the ‘SWIRL’ patches created for the 131FS. They are a unit of the Massachusetts ANG’s 104th Fighter Wing located at Barnes Air National Guard Base, Westfield, Massachusetts. It says “MASShole’ EAGLE DRIVER (a play on their name) and they fly the F-15C/D Eagle. This patch does not come with velcro attached.
