(From their Japanese Supplier): Super Typhoon Haiyan/Yolanda in 2013 impacted millions of people across the Philippines. U.S. Pacific Fleet supported the broader U.S. Government effort to rapidly deliver humanitarian assistance and disaster relief to the areas the Philippine government deems most in need. This is the round bullet version of the operational patch created to commemorate this effort and does not come with velcro already attached.
