This is the purple version of the US Navy’s ROTARY WING SCHOOL’s 2022 ‘CHRISTMAS’ patch. This version says “HOW THE SEA DRAGON SAVED CHRISTMAS” and shows Santa and his Bag of Toys being delivered to an “unspecified” location at the North Pole. This patch does come with velcro attached.
