This is one of the Joint STARS Decommissioning patches. It says “21 YEARS OF EXCELLENCE” (top), has the dates of service (bottom), and shows the front view of the aircraft with the “setting sun” in the background and the insignias of the US Air Force, GA Air National Guard, and the US Army components. This patch does come with velcro attached.
