This is the Undergraduate Air Battle Manager Training (UABMT) Class 22-009. They train at Tyndall AFB, FL and typically end up in AWACS or JSTARS, among other platforms. This patch says “LUCK OVER SKILL” and depicts the “penguin” (the unofficial ABM mascot, especially from Joint STARS) parachuting onto a deserted island (not sure of the backstory), but does have velcro attached.
